Type of project

KOV 2.0 Climate-Resilient Future is a capacity-building initiative aimed at enhancing climate awareness and action among local governments and entrepreneurs in Estonia. Through expert-led training and practical case studies, the project equips participants with knowledge on climate change impacts, mitigation strategies, and green business opportunities. By integrating climate-conscious planning and sustainable solutions, the initiative supports local governments in fostering resilient communities and advancing a clean economy. The project also draws on international best practices, including insights from Kenya’s green technology ecosystem, to provide a global perspective on climate adaptation and innovation.

 The project focuses on empowering local governments and entrepreneurs with climate knowledge and practical solutions, enhancing their capacity to integrate climate resilience and green technologies into regional development.

 

Target (Disengaged)

The project engages disengaged audiences by training local government and regional development center officials, equipping them with climate knowledge and practical tools to integrate sustainable solutions into their work and services. By fostering collaboration between the public sector and green technology innovators, the initiative enhances awareness at the community level, particularly in rural areas, where informed local leaders can inspire broader participation. The project also ensures wider outreach by sharing key insights through local media and community channels, making climate information accessible to all residents, including youth and the elderly.

Science-based

The project supports a science-based approach by relying on credible climate research, including reports from the Intergovernmental Panel on Climate Change (IPCC) and studies from international and Estonian research institutions that provide evidence of climate change impacts. It incorporates tools like the Climate Collage to visualize climate effects and integrates scientific findings on the socio-economic consequences of climate change, helping local governments and communities make informed, data-driven decisions.

Gender

General approach. The majority of officials in Estonia are women (about 60%), and by inviting them to the training, we ensure their participation and input. Since the technology sector is predominantly male, this helps maintain diversity in the project.

Planned activities

  • Interactive and Science-Based Training – Using engaging methods, including the Climate Collage game, to explain climate change impacts and solutions.
  • Knowledge Sharing with Green Technology Experts – Introducing innovative solutions that can be integrated into daily practices.
  • Practical Climate Solutions – Providing concrete strategies for local governments to mitigate and adapt to climate change.
    • Day 1: Climate Change Overview – Presenting scientific evidence on climate change, its local and global effects, and its relevance to participants’ work.
    • Day 2: Green Technology Integration – Showcasing Estonia’s green tech sector and fostering discussions on how local governments and businesses can adopt sustainable innovations.
  • Networking and Collaboration – Creating connections between municipalities, businesses, and green tech companies to facilitate cooperation.
  • Post-Training Report – Summarizing key insights, climate impact assessments, and potential mitigation strategies, along with resources for continued learning and implementation.

Action model

  • The project operates on a multiplier model by equipping local government officials and business representatives with climate knowledge and practical tools, enabling them to integrate sustainable solutions into their work and influence wider communities. By bridging the gap between public administration and green technology innovators, the initiative fosters long-term systemic change, ensuring that climate-conscious policies and practices reach citizens who may not yet be fully engaged in climate action.
